The Candidate of Hungary for the Post of Member of the ITU Radio Regulation Board

 

 

For over 27 years, I have been actively involved in the work of the International Telecommunication Union (ITU), the United Nations Commission on Science and Technology for Development (CSTD), the World Summit on the Information Society (WSIS), the Internet Governance Forum (IGF) and other international forums.

As a member of the Independent Expert Group, I participated in the preparations for the ITU World Telecommunication Policy Forum 2013 (WTPF-13). I chaired the informal group on Draft Opinion 6 “On supporting operationalizing the Enhanced Cooperation Process” and represented Hungary in the WTPF.

I was elected Vice-Chairman of the ITU Radiocommunication Advisory Group (RAG) at the Radiocommunication Assembly 2012 (RA-12).

I have over two decades of experience in ITU/BR’s multicultural environment. My ability to manage critical situations and establish consensus as well as my personal integrity, professional knowledge and sound judgments were highly appreciated and respected by all my colleagues. I possess all the professional and personal qualifications required to become an effective member of the Radio Regulations Board.

Internet governance and cybersecurity being some of ITU/BR’s focal points, I attended several seminars organized by ITU-T and ITU-D, and closely followed the activities of ITU’s other chapters on these topics. I represented ITU/BR as a panellist in the IGF meetings and participated in the UN Internet Governance Forum Open Consultations and in WSIS Forums.

I was an elected member of Hungary’s delegation to the World Radiocommunication Conference 2012 (WRC-12) and contributed to Resolution 907 (WRC-12) on “Use of modern electronic means of communication for administrative correspondence related to space notices” and Resolution 908 (WRC-12) on “Electronic submission and publication of advance publication information (API)”.

I also chaired the RAG correspondence group on Space Information Systems of the Radiocommunication Bureau (BR). Endorsed by RAG, the recommendations of the group are currently being implemented by BR.

As member of the Hungarian delegation to the World Conference on International Telecommunications 2012 (WCIT-12), I initiated Article 8B, a new article in the International Telecommunication Regulations (ITR) on accessibility of international telecommunication services for persons with disabilities.

As Head of BR’s Space Administrative Software Division, I was part of the task force of the World Radiocommunication Conference 2007 (WRC-07) on the modification of Annex 2 of Appendix 4 of the Radio Regulations. In addition, I participated in the post-conference activities implementing the decisions of the World Administrative Radio Conferences (WARCs) and WRCs.

I acted as a moderator and panellist on most of the BR World Radiocommunication Seminars (WRSs) on Radio Regulations and Frequency Management. I collaborated as moderator and panellist on several related BR Regional Seminars and also hosted workshops on space software developed in BR for regulatory and technical examinations. I assisted Administrations on these questions and was recognized as one of the Bureau’s primary experts.

At the 15th and 16th CSTD sessions, I chaired the UN CSTD Drafting Group of the ECOSOC Resolutions on the “Follow-up to the World Summit on Information Society (WSIS)”. I also chaired the CSTD Working Group on the “Improvements to the IGF”, and I am currently the chairman of the CSTD Working Group on Enhanced Cooperation I regularly contribute to the work of the European Commission’s High Level Internet Group (HLIG), and I am a member of ICANN’s Government Advisory Group (GAC) and UN IGF’s Multi-stakeholder Advisory Group.
